2020-21 Budget Vote and Board Election by Absentee Ballot Only
Ballots must be submitted by 5 p.m. on June 9: All absentee ballots must be received in the District Clerk’s office no later than 5 p.m. on June 9, 2020.
How to submit your ballot: Residents can mail their ballots back, using the prepaid return envelopes provided with the ballots mailed to every PCSD household or, on June 9, use a secure lock box which will be located outside the District Office Main Entrance at 75 Barker Road from 8 a.m. to 5 p.m.
Absentee Ballot Voting Information
School Budget Vote and Board Election by Absentee Ballot OnlyIn accordance with Executive Order 202.26 issued by NYS Governor Andrew Cuomo, this year’s school budget vote and board of education election will be conducted entirely by absentee ballot.Two ballots and two postage paid return envelopes will be mailed, with instructions, to every PCSD household. Residents are asked to return their ballots by mail, using the prepaid envelopes. Only one ballot per envelope is allowed.
All absentee ballots must be received in the District Clerk’s office by 5 p.m. on June 9, 2020.Eligible voters must meet the following legal requirements:
Ballots should arrive in homes after Memorial Day. Additional ballots for qualified voters can be requested by contacting the District Clerk at Deborah_Carpenter@pittsford.monroe.edu .
- At least 18 years of age
- A citizen of the United States
- A legal resident of the District at least 30 days immediately prior to June 9, 2020

With Governor Cuomo’s mandate that this year’s school budget vote and Board of Education election be conducted entirely by absentee ballot, I wanted to share some information about how the process works.
Returning Your Absentee Ballots by 5 p.m. on June 9, 2020
The Tuesday, June 9 deadline for the return of absentee ballots is quickly approaching, and if you haven’t mailed your ballots back yet, you will have the ability to submit them using a secure lock box on vote day, June 9, from 8 a.m. to 5 p.m. The secure ballot box will be located outside the District Office Main Entrance at 75 Barker Road, Pittsford, on June 9 only.
Please remember to sign the back of your Official Ballot Envelope. According to voting regulations, if an envelope is unsigned, that vote cannot be counted.
Responsibilities of an Election Inspector
Election Inspectors are sworn in to conduct assigned duties at a polling site on Election Day and must be qualified voters of the District. Duties of the Election Inspectors include:
How Ballots Were Delivered
- Ensuring that the absentee ballot votes are processed in a fair and efficient manner
- Explaining how to read a ballot
- Counting of votes
- Monitoring equipment

Managing Absentee Ballots Prior to Vote Day
- These ballots were delivered to each household in the PCSD via First Class U.S. Post Service mail.
Absentee Ballots mailed back to the District (or hand-delivered on June 9, 2020, by 5:00 p.m. using the secure lock box outside the District Office Main Entrance at 75 Barker Rd., Pittsford) are delivered to the District Clerk’s office.
- The name and address of each voter is logged to create a poll book.
- Official Ballot Envelopes are separated into piles with voter signatures, and those without a voter signature.
- Official Ballot Envelopes are then stored in a locked fireproof cabinet accessible by District Clerk and Chief Inspector of Election only.
Announcement of Results
- Legal counsel will oversee this process.
- Election Inspectors are trained on the process of counting ballots prior to the polls closing.
- At 5:00 p.m. on June 9, 2020, the Chief Election Inspector will announce that the polls are closed and the ballot-counting process will begin immediately after 5:00 p.m.
- At that time, Election Inspectors begin opening Official Ballot Envelopes.
- Ballots are pulled out of Official Ballot Envelopes, and folded ballots are placed in the Election Inspectors’ storage box to prepare for counting.
- The empty Official Ballot Envelopes are then discarded in a separate container.
- At an undetermined time, some Election Inspectors will begin tallying counts, and some will continue opening and separating ballots from Official Ballot Envelopes.
- Election Inspectors will use a tally sheet to count each vote for the budget, proposition, and Board of Education candidates. Each ballot and tally sheet will be reviewed twice for accuracy.
- For each Election Inspector, the ballots will be wrapped with the associated tally sheet(s).
- After Election Inspectors have counted all ballots, the tallied and bundled ballots will be totaled on a second tally sheet(s).
- Totals from the second tally sheet(s) will be calculated and entered into a spreadsheet to determine the final totals.
- All over votes (ballots that are marked with too many votes in any particular section) will be flagged within bundles.
- After all counting has been completed, over votes will be separated, as required.
