Purchase up to two (2) 36-passenger diesel school buses and up to seven (7) 66-passenger diesel school buses for the purpose of providing student transportation and ancillary educational purposes, including original equipment and incidental expenses for the foregoing purpose, which shall be funded by the Capital Reserve Fund – Purchase of Buses (savings account) and/or any available state aid.

What’s on the May 19 Ballot 

 Residents of the Pittsford Central School District will be voting at Calkins Road Middle School – on Tuesday, May 19, 2026, on the school district’s 2026-2027 school district budget. Here’s what’s on the ballot:  

Proposed budget of $176,522,427 which is within the Tax Cap and preserves current programming 

  • 4.94% budget increase 

  • 2.69% Tax levy increase 

Propositions:
(Propositions will NOT result in additional taxes or issuance of debt.)

  1. Capital Reserve Fund - Purchase of Buses
    Authorization to purchase up to two(2) 36 passenger diesel school buses at a total cost to district, not to exceed Three hundred Thirty Nine Thousand Three Hundred Eighty Seven Dollars ($339,387) and up to seven (7) 66 passenger diesel school buses at a total cost to the School District, not to exceed One Million Two Hundred Ninety-Five Thousand Eight Hundred and Fifty-Five Dollars ($1,295,855) for the purpose of providing student transportation and ancillary educational purposes, including original equipment and incidental expenses for the foregoing purpose, which shall be funded by the Capital Reserve Fund – Purchase of Buses (savings account) and/or any available state aid. from the “Capital Reserve Fund – Purchase of Buses” (savings account).
     
  2. Capital Reserve Fund - Purchase of Electric Buses
    Authorization to purchase up to two (2) 66 passenger electric school buses for the purpose of providing student transportation and ancillary educational purposes, including charging stations, original equipment and incidental expenses for the foregoing purpose, at a total cost to the School District, not to exceed Nine Hundred Forty One Thousand Two Hundred Twenty Two Dollars ($941,222) which shall be funded by the Capital Reserve Fund – Purchase of Buses (savings account) and/or any available state aid.
     
  3. Capital Reserve Fund - Instructional Technology Reserve
    Authorization to withdraw the “Capital Instructional Technology Reserve” (savings account) a sum of money not to exceed $850,000 to be used for the purchase of technology equipment and laptops to support the 1:1 device program
     
  4. Capital Improvement Project - Wayfinding Signage System
    Authorization to broaden the scope of a construction project that voters approved on March 28, 2023. The added work would improve outdoor signs for safety purposes and add new signs to help emergency vehicles find their way
     

The Proposed 2026-27 School Budget Continues to Balance Rising costs with Limited Increases in State Funding  

State funding remains a challenge. The Governor’s proposal provides only a small increase, and even with expected changes from lawmakers, the total increase will still fall short of the District’s rising costs, which grow by more than 3% each year. To close this gap, the District reduced spending by more than $1.5 million. These reductions include staff changes through retirements, careful cuts to supplies and contracts, and scaling back services that were not widely used. The District will also use reserve funds to help maintain current programs and services for students while keeping the budget stable. At the same time, the District is taking steps to save money long-term, including energy upgrades like LED lighting and solar panels, which are expected to reduce costs by about $300,000. In addition, a $100,000 project to replace doors and entry systems at Mendon Center Elementary School is planned. This improvement will enhance safety and is expected to bring back about $70,000 in state aid next year. Payments for past building projects will add about $2.8 million to the budget. The good news is that this cost will be fully covered by state building aid, so it will not impact taxpayers. Without this aid, the budget increase would have been higher, though still lower than in recent years. Overall, the proposed budget reflects a careful effort to maintain student programs, manage costs, and limit the impact on taxpayers..  

What This Means for Residents
PCSD will again be proposing a budget that is under the tax cap at 2.69%. There will be no significant adjustments to student programs (additions or eliminations). The District has worked diligently on its long-term financial plan and has made the necessary adjustments for this year as part of this plan.  Seeking his first term

Mr. John Pizzutelli has worked in the District in several roles, including substitute elementary teacher, long-term substitute science teacher, and lunchroom/playground monitor. He served as co-chair of the Mendon Center Elementary School PTSA and currently serves as co-chair of the Barker Road Middle School PTSA. He also serves on the District PTSA Executive Board, and as the PTSA representative for multiple administrative interview committees. He has led International Day, Teacher Appreciation Day, Science Action Day, and fun runs in the schools. He is also a coach with the Mustangs Soccer Club.
Mr. Pizzutelli is a Mendon High School alum and has a Bachelor of Arts degree in finance from Siena College. He is married with two children who attend PCSD.

 Seeking third term

Ms. Robin Scott is the Immediate Past President and member of the Pittsford Board of Education since 2020. Ms. Scott has served on the Monroe County School Boards Association (MCSBA) Executive, Leadership, District Operations, Information Exchange, and Legislative committees.
Ms. Scott is currently a member of the PCSD Audit Oversight committee. She also engaged with the community’s Town/Village/School District Leadership and PCSD Negotiating team.
Formerly, Ms. Scott served as President of the Pittsford District PTSA, VP of the Education Council, and District PTSA Secretary. She is a recipient of the 2020 PTSA Honorary Life Membership Award. Ms. Scott was also a member of the District Planning Team, Inclusivity Advisory Committee, and the Code of Conduct Review committee.
Ms. Scott holds a B.A. from Rhodes College in International Studies and an M.A. from the University of Michigan in Near Eastern Studies. She is married with one child who graduated from Pittsford Mendon High School

Seeking first term

Mr. Anwar Upal is the Principal Engineer in Research & Development at Bausch + Lomb where he works in medical technology innovation. He holds more than 10 U.S. patents and serves on the Director’s Advisory Council at the University of Rochester's Institute of Optics. He co-founded Therapeutic Innovations, a nonprofit focused on accessible healthcare.
He is a PTSA member and parent volunteer at Mendon Center Elementary, where he’s involved in chess club, story time and other classroom activities. He has also coached Pittsford Mustangs youth soccer, youth wrestling, and a LEGO Robotics team.
Mr. Upal holds a Bachelor of Science degree from University of Saskatchewan in Engineering and a Master of Science in Engineering from Queen’s University (Ontario). He is married with three children, two are Sutherland High School graduates and one is a current student at Mendon Center Elementary School.

Contingent Budget
Per NYS law, school boards can submit a budget to the voters a maximum of two times, then a “Contingent Budget” must be implemented. If the proposed budget is defeated once, the Board may conduct a revote or go straight to a Contingent Budget. NYS law requires that a Contingent Budget not include certain non-ordinary contingent expenses AND that the new budget must have a Tax Levy that is not greater than the previous year’s Tax Levy. The Board of Education is charged with determining a Contingent Budget. A Contingent Budget would result in a reduction of over $3.16 million in budget support, resulting in a potential reduction in programs and services.

Qualified voters must be: U.S. citizens, residents of the District for at least 30 days prior to the election, and 18 years of age or older. Voters shall also be required to provide their signature and printed name.

The development of a school district’s budget is a thoughtful, year-long, multi-faceted process. It includes careful long-term planning, budget preparation, presentation, review by the Board of Education and community members, formal budget adoption, further sharing with the community, and Board election. During this process there are a variety of meetings held by the Board of Education including Budget Work Sessions which are used by the Board of Education to gather information and ask questions about particular sections of the budget. These sessions are held outside of regular Board of Education meetings. Most decisions will be discussed during these sessions, however formal action is only taken during Board of Education meetings.

The Pittsford Central School District community is invited and encouraged to attend and observe these sessions as they are open to the public. Community members will have the opportunity to comment at the subsequent regular Board of Education meetings.
