PCSD Budget Information
The development of a district school budget is a thoughtful, year-long process that includes careful long-term planning. This multi-faceted process includes budget preparation, presentation, review by the Board of Education and community members, formal budget adoption, further sharing with the community, and Board election.
During this process, there are a variety of meetings held by the Board of Education including Budget Work Sessions which are used to gather information and ask questions about particular sections of the budget. These sessions are held outside of formal Board of Education meetings and are used to develop the budget. Most decisions will be discussed during these sessions.
The PCSD community is invited and encouraged to attend Budget Work Sessions, as they are open to the public.

Maintains and Enhances Programs and Services
As Pittsford residents head to the polls for the School District’s 2024-25 Budget Vote and School Board Election, they’ll see a proposed budget that maintains District academic programs and continues to put students first. They may also notice a significant reduction, compared to what was forecasted, in New York State Aid. While New York State is reporting a 3.53% increase in Pittsford’s 2024-2025 State Aid package, 3.03% of this Aid is in a form PCSD cannot use. As a result, the expected usable NYS Foundation Aid will only increase by $1,161 for the 2024-2025 school year budget. Additionally, the District Planning Team, with representation from every stakeholder group, tackled a $600,000 budget gap caused by a decrease in expiring State Aid funds from the American Rescue Plan that were targeted for COVID relief.
To address the gap in funding, the District Planning Team worked hard to find areas where efficiencies could be gained by combining certain positions and reducing others through attrition. Higher than expected interest earnings and the use of revenue reserves also helped to mitigate the impact of the gap. While all school districts feel the impact of inflation and compression from minimum wage, we are fortunate to present a balanced budget, while preserving programs.
Despite challenges, the 2024-2025 budget maintains a focus on student needs, support services, and safety/security upgrades. The District continues to invest funds in technology for the 1:1 student device initiative which allows every student to have access to a laptop/iPad.
Tax Levy Increase of 2.69% is within the Tax Cap
The proposed 2024-2025 budget reflects a tax levy increase of 2.69% which is within the Tax Cap. The Property Tax Cap for PCSD is 2.69% as calculated by the New York State Property Tax Levy Cap Formula. This brings our two-year average tax levy increase to 1.39%.
Applications for Early Mail and Absentee Ballots
Applications for early mail and absentee ballots may be obtained from the school district clerk’s office, 75 Barker Road, Pittsford, NY 14534. A list of early mail and absentee voters will be available for public inspection in the Office of the District Clerk before the election, as required by law. Military voters as defined by Commissioner’s regulation Part 122 who are qualified voters of the district, may apply for a military ballot during school business hours at the office of the district clerk, 75 Barker Road, Pittsford, New York, 14534, in person or by mail. A military voter may designate a preference to receive an application by mail, facsimile transmission or electronic mail. Completed applications for military ballots must be received by the District Clerk no later than 5 p.m. on April 25, 2024. All early mail, absentee ballots, and military ballots must be received in the Office of the District Clerk no later than 5 p.m. local time on May 21, 2024.

- Proposition 1: Capital Reserve Fund - Purchase of Buses
Authorization to withdraw from the “Capital Reserve Fund - Purchase of Buses” (savings account) a sum of money not to exceed $2,229,241 to be used for the purchase of 13 replacement buses and communications equipment used in the operation of such buses. State Aid generated on these purchases will be returned to the Capital Reserve Fund―Purchase of Buses.
- Proposition 2: Capital Reserve Fund - Instructional Technology Reserve
Authorization to establish a reserve fund to be known as the "Capital Instructional Technology Reserve Fund." The ultimate amount of such fund shall not exceed $15,000,000 plus accrued interest. The fund shall be used to finance, in whole or in part, the purchase of equipment, including computer equipment (i.e. hardware, software, related networking infrastructure and related peripherals). The maximum term of the Capital Instructional Technology Reserve Fund shall be 10 years, and the source of money to be paid into such reserve fund shall include excess revenue, unencumbered appropriations, unreserved fund balance of the school district or budgetary appropriation.

Authorization to withdraw from the “Capital Instructional Technology Reserve” (savings account) a sum of money not to exceed $500,000 to be used for the purchase of laptops to support the 1:1 device program.

Contingent Budget
Per NYS law, school boards can submit a budget to the voters a maximum of two times, then a “Contingent Budget” must be implemented. If the proposed budget is defeated once, the Board may conduct a revote or go straight to a Contingent Budget. NYS law requires that a Contingent Budget not include certain non-ordinary contingent expenses AND that the new budget must have a Tax Levy that is not greater than the previous year’s Tax Levy. The Board of Education is charged with determining a Contingent Budget. A Contingent Budget would result in a reduction of over $3.01 million in budget support, resulting in a potential reduction in programs and services.

Voter Identification Required
Qualified voters must be: U.S. citizens, residents of the District for at least 30 days prior to the election, and 18 years of age or older. Voters shall also be required to provide their signature and printed name.

Maintains and Enhances Programs and Services
The 2023-24 budget maintains all instructional programs for students, enhances mental health services and reflects a large decrease in the District’s debt service related to capital project financing. Decisions were guided by the Board of Education’s Budget Guidelines which are student-based, provide high-quality professional learning, and are sensitive to limited resources and maintaining fiscal stability into the future.
The proposed budget continues the work of the current year with a focus on student needs and support services addressing learning gaps, and upgrades in safety and security. The District continues to invest funds in technology and has completed the 1:1 device initiative which allows every student to have access to a laptop/iPad. An increase in enrollment for BOCES programs, including career and technical education, is also factored into the budget.
Inflationary pressure has impacted the budget for supplies, materials and contractual expenses, such as utilities and fuel. The labor shortage continues to impact transportation which has resulted in higher expenses for contract transportation. A long-range financial plan has been created to guide future decisions in light of the uncertain economic environment.
Tax Levy Increase of .08% is Lowest Since Tax Cap Inception
The Property Tax Cap for PCSD is .08% as calculated by the New York State Property Tax Levy Cap Formula. While commonly referred to as the “2% Tax Cap,” (because the law limits one factor of a complex formula to 2% or the rate of inflation, whichever is less) the maximum Tax Levy Limit may be higher or lower than 2% depending on each school District’s allowable formula adjustments and exemptions.
NYS Foundation Aid Funded after Many Years of Advocacy
Until the 2021-22 fiscal year, New York State (NYS) has consistently underfunded NYS schools’ general operating aid known as “Foundation Aid.” Each year the formula and actual aid paid became increasingly inequitable. In 2022-23, an effort was made to finally provide school districts with the remaining balance of what was owed in Foundation Aid. After a decade of advocacy by the Pittsford Board of Education, the District expects to be paid the full amount of Foundation Aid under the formula that was legislatively approved in 2007. The District has budgeted a Foundation Aid increase of $4.8 million and has outlined a plan on how this additional state funding will be spent based on the requirement set forth by legislation. The spending plan is available for review on the District’s website (pittsfordschools.org) and has been reviewed with the District Planning Team.

Authorization to withdraw from the “Capital Reserve Fund - Purchase of Buses” (savings account) a sum of money not to exceed $1,794,696 to be used for the purchase of twelve replacement buses, two replacement vehicles and communications equipment used in the operation of such buses. Using reserves for this purchase will generate approximately $1.2 million in State Aid. This is the last year that this reserve can be used which has necessitated the need for Proposition 2 below.
- Proposition 2: Capital Reserve Fund - Transportation Vehicles
Authorization to establish a “Transportation Vehicles Reserve Fund” (savings account) for the purpose of financing the purchase of school buses and vehicles by the District, with the ultimate amount of such reserve fund not exceeding $50,000,000, including the transfer of the entire balance of the existing “Capital Reserve Fund - Purchase of Buses” approved by voters on May 19, 2015.
This reserve will also prepare for the purchase of electric buses which are expected to cost over $500,000 per bus. The District is currently working on a three-year infrastructure plan to prepare the facilities for the implementation of new electric buses ahead of the state mandated schedule of 2027. Additional capital project improvements will be needed to fully convert the current bus fleet to all electric buses by 2035. That work would be paid from a separate reserve fund (savings account).
- Proposition 3: Capital Reserve Fund - Swimming Facilities
Authorization to establish a “Swimming Facilities Reserve Fund” (savings account) for the purpose of financing District swimming pools, including the acquisition and installation of machinery, equipment, apparatus or furnishings required for the purposes thereof, with the ultimate amount of such reserve fund not exceeding $40,000,000. This is part of the District’s long-range facilities plan that was fully discussed during the recent capital project vote.

The proposed 2022-2023 budget was developed with the assumption that programs and student needs will continue to evolve in the “post-pandemic” climate. Decisions were guided by the Board of Education’s Budget Guidelines, are student-based, provide high-quality professional learning, and are sensitive to limited resources and maintaining fiscal stability into the future. The proposed budget continues the work of the current year with a focus on student needs, social-emotional support services, addressing learning gaps, and continuous improvement in the areas of diversity, equity & inclusion. This work is largely accomplished through necessary investment in social-emotional health supports.
The budget and District operations continue to be challenged by personnel shortages and substantially increasing costs for goods and services, coupled with supply chain delays. Therefore, the proposed budget also keeps a cautious eye to the future.

NYS Foundation Aid Following Many Years of Advocacy
Until the 2021-22 fiscal year, NYS has consistently underfunded NYS school Foundation (General Operating) Aid. Each year the formula and actual aid paid became increasingly inequitable. The recent result was that some schools were receiving 120% of what the law would provide while high performing districts like Pittsford (whose residents are above-average income earners) were receiving approximately 54% annually of what the law prescribed. Commencing in 2021-2022, NYS committed to moving annually underfunded districts to 100% over a three-year “phase-in.” The 2022-2023 NYS Budget continues this commitment, with PCSD receiving 78% of what the law prescribed, resulting in a $3.8 million increase in Foundation Aid. While it is highly unlikely that NYS will pay PCSD the $101 million it owes in arrears from the previous fifteen years, this year’s increase was paramount to addressing the learning, behavior and social-emotional needs coming out of the pandemic -- a unique level of funding to match a unique level of student needs.
Education for All
In order to address the heightened needs of students and the effects of the pandemic on learning and social-emotional health, the 2022-2023 Proposed Budget takes into account the need for continuing education and professional development of District personnel.
In support of its commitment to continuous improvement, PCSD will continue its work related to the Code of Conduct, restorative practices, diversity equity & inclusion (DEI), one-to-one student devices, and developing curriculum and professional development to enhance instructional effectiveness.

If the proposed budget is defeated once, the Board may conduct a revote or go straight to a Contingent Budget. NYS law requires that a Contingent Budget not include certain non-ordinary contingent expenses AND that the new budget must have a Tax Levy that is not greater than the previous year’s Tax Levy. The Board of Education is charged with determining a Contingent Budget. A Contingent Budget would result in an almost $2.7 million reduction in budget support, resulting in a potential reduction in programs and services.
Absentee Ballot Election
Absentee ballot applications must be returned by May 16, 2022, to the District Clerk at 75 Barker Rd., Pittsford, NY 14534.
Voters may fill out an application and ballot in person on or before May 16 between 8:15 a.m.-4:15 p.m. Ballots can be accepted up until 5 p.m. on the day of the vote, May 17, 2022, as long as the absentee ballot application is on file.

During this process there are a variety of meetings held by the Board of Education including Budget Work Sessions which are used by the Board of Education to gather information and ask questions about particular sections of the budget. These sessions are held outside of regular Board of Education meetings. Most decisions will be discussed during these sessions, however, formal action is only taken during Board of Education meetings.
The Pittsford Central School District community is invited and encouraged to attend and observe these sessions as they are open to the public. Community members will have the opportunity to comment at the subsequent regular Board of Education meetings, during the time allotted for public comment. All meetings take place in the Barker Road Middle School McCluski Room.
Due to COVID-19, public attendance/participation at Board meetings may be virtual. 2021-2022 Budget Vote and School Board Election

Preserves Programs and Services
The adopted PCSD 2021-2022 budget is within the property tax cap and provides for a full-time, in-person learning program for kindergarten through 12th grade students. The proposed program and accompanying budget preserves programs and services and plans for an increased need for transitional services to address potential learning loss and social emotional services. Following one-and-a-half school years of working in temporary learning models, we anticipate that our K-12 program will open fully in September and that students will require many transition services. These transition services will address social/emotional needs given the isolation experienced during the pandemic as well as academic needs to address any learning gaps.
Within Property Tax Cap of 1.95%
The property tax cap for PCSD is at 1.95% as calculated by New York State’s Property Tax Levy Formula. The tax cap is commonly referred to as the “2% Tax Cap” because the law limits one factor of a complex formula to 2% or the rate of inflation, whichever is less. However, the maximum tax levy limit may by higher or lower than 2% depending on each school district’s allowable adjustments and exemptions. As you can see, PCSD’s property tax cap this year is below 2%.
Foundation Aid Increase following years of Advocacy
New York State (NYS) has consistently underfunded PCSD in the area of Foundation Aid over the past 15 years by as much as 52%. Board of Education members, administrators, parents and residents have continuously advocated for NYS to fund PCSD, and other districts, as the law provides for its portion of Foundation Aid. This is the year that the NYS Legislation took some action to provide a more equitable distribution of tax dollars to school districts. For 2021-22, NYS promised PCSD to fund foundation aid at 60% of the legally required annual Foundation Aid, compared to the current 54%. This supplement of aid of $2.1 million permitted the District to decrease the reliance on Fund Balance (legally restricted savings) that was previously required to balance the budget, thereby promoting fiscal sustainability and tax stabilization further into the future.
US Federal Stimulus Funds
Outside of the State aid, the District will receive stimulus funds from the US Federal government for Covid-19 relief and recovery. These funds are a onetime grant to be used over three years and cannot be used to support the General Fund Budget. PCSD anticipates receiving $6.6 million in relief funds that are required to be used for specific relief purposes

Authorization to withdraw from the “Capital Reserve Fund – Purchase of Buses” (savings account) a sum of $1,388,661 to be used for the purchase of 12 replacement buses. Using reserves for this purchase will generate approximately $930,000 in State Aid to replenish the Reserve. - Facilities Mini Capital Project
Authorization to withdraw from the “2007/2011 General Capital Reserve Fund” (savings account) a total sum not to exceed $6,000,000 to perform renovation and repair projects to enhance health and safety, efficiency and preservation of facilities, including: installation of emergency generators at Transportation/Maintenance Building, Mendon High, Thornell Road Elementary; installation of LED lighting at various school buildings; replacement and remediation of windows and boiler at the Lomb Building; upgrade of heat, ventilation and related systems at Mendon High and Sutherland High; partial roof replacement and restoration at Mendon Center Elementary and Mendon High; plumbing improvements at Allen Creek Elementary; public address system upgrade at Sutherland High; and other incidental work associated with said projects. - Establish Replacement Capital Reserve
Authorization to establish a “2021 Capital Project Reserve Fund” (pursuant to Education Law Section 3651) and authorization to transfer all funds remaining in the “2007/2011 General Capital Reserve Fund” to the “2021 Building Capital Reserve Fund” for the purpose of financing construction, reconstruction, additions, alterations, renovations or other improvements to PCSD buildings and facilities, site improvements, and the acquisition of and incidental costs; with the ultimate amount of such reserve fund not exceeding $42,000,000 plus any accrued earnings on amounts deposited in such reserve fund, for a maximum life of ten years. - Capital Reserve Fund - Instructional Technology
Authorization to withdraw from the “Capital Reserve Fund – Instructional Technology” (savings account) a sum of $875,000 to be used for the purchase of student technology devices (laptop computers, iPads and related software, supplies and infrastructure) to supplement a 1:1 student technology learning program and replace beyond-useful life devices, used in the grades six through nine instructional program.

2020-21 Budget Vote and Board Election by Absentee Ballot Only
Ballots must be submitted by 5 p.m. on June 9: All absentee ballots must be received in the District Clerk’s office no later than 5 p.m. on June 9, 2020.
How to submit your ballot: Residents can mail their ballots back, using the prepaid return envelopes provided with the ballots mailed to every PCSD household or, on June 9, use a secure lock box which will be located outside the District Office Main Entrance at 75 Barker Road from 8 a.m. to 5 p.m.
2020-21 School Budget within Tax Cap
The Current Environment
The recent effects of the COVID-19 pandemic have significantly impacted New York State and public-school funding and vote processes. Currently, our proposed budget of $140,328,172 is balanced with the best information known at this time, based on the Enacted NYS Budget. While further “rolling reductions” from Governor Cuomo may occur we do not know the extent of reductions, the timing or fiscal year affected, or how the potential reductions will be allocated to school districts. State and Federal government have a role to play.
The District entered the pandemic in its best fiscal health in decades. We have never had a history of operating deficits. The proposed budget serves as a base that provides the greatest flexibility from which to address future challenges.
While the proposed budget assumes a $1.45 million reduction in state aid based on the NYS Enacted budget, the District is not as state -aid dependent as many other districts, so fortunately, no significant cuts are necessary at this time.
The proposed budget serves as a base that provides the greatest flexibility from which to address future challenges. Should NYS reductions be significant, some of our strategies include:
- Use of fund balance and reserves
- 2019-20 year-end surplus will further assist in “weathering the storm”
- Retirement Attrition
- Mid-year reductions to the budget/programs
- Combination of the above
Within the Tax Cap
The 2020-21 budget is balanced, remains within the Property Tax Cap and preserves programs and services. Pittsford Schools' budget keeps the tax levy growth within the Monroe County average despite receiving the lowest Foundation Aid per Pupil in the County.
- Retaining the District’s top Aa1 bond rating with Moody’s.
- The proposed budget is within the Property Tax Cap formula of 3.76%
- The operating budget represents a 2.18% increase to the tax levy. Per NYS Property Tax Cap law, the net difference between the final EPC debt payment and the Building Aid reduction is an addition to Tax Cap calculation since the voters already approved the debt in 2003.
- Proposed budget preserves and protects current programs the community has come to expect from PCSD as a nationally ranked school district.
- Also procures the same level of high-quality support of social emotional and mental health services for our students.
Bus Proposition
There is one bus proposition on the ballot that will NOT impact taxes and will generate State Aid if approved by voters. The District is seeking authorization to purchase twelve replacement buses, per the District replacement schedule, and one utility truck, at a total cost of no more than $1,517,553 (less trade-in allowance) from the existing capital reserve fund (savings account). Using reserves for this purchase will generate approximately $926,000 in State Aid to replenish the account.
Contingent Budget
Per NYS law, school boards can submit a budget to the voters a maximum of two times, then a “Contingent Budget” must be implemented. If the proposed budget is defeated once, the Board may conduct a revote or go straight to a Contingent Budget. NYS law requires that a Contingent Budget not include certain non-ordinary contingent expenses AND that the new budget must have a Tax Levy that is not greater than the previous year’s Tax Levy. The Board of Education is charged with determining a Contingent Budget. A Contingent Budget would result in an almost $3.9 million budget gap, requiring a reduction in services and programs.

There are two members of the Board of Education whose terms are expiring this year. Long-time and devoted Board Vice President Kim McCluski is stepping down and incumbent Board Member Ted Aroesty is seeking re-election. Candidates Sareer Fazili and Robin Scott make for a total of three candidates running to fill two seats.

Absentee Ballot Election
In accordance with Executive Order 202.26 issued by NYS Governor Andrew Cuomo, this year’s school budget vote and board of education election will be conducted entirely by absentee ballot.
Two ballots and two postage paid return envelopes will be mailed, with instructions, to every PCSD household. Residents are asked to return their ballots by mail, using the prepaid envelopes. Only one ballot per envelope is allowed. All absentee ballots must be received in the District Clerk’s office by 5 p.m. on June 9, 2020.
Eligible voters must meet the following legal requirements:
- At least 18 years of age
- A citizen of the United States
- A legal resident of the District at least 30 days immediately prior to June 9,2020

Budget Information 2020-2021
The Pittsford Central School District community is invited and encouraged to attend and observe these sessions as they are open to the public. Community members will have the opportunity to comment at the subsequent regular Board of Education meetings, during the time allotted for public comment.
Budget Work Sessions are used by the Board of Education to learn from departmental stakeholders about department accomplishments, priorities, forecasting and requested budgets, facilitatin a two-way inquiry and discussion. Most decisions will be discussed during these sessions, however, formal action is only taken during Board of Education meetings.

2017-18 Budget Revote Information
School Budget Revote on Tuesday, June 20, 2017
As a result of the unsuccessful super-majority vote on the 2017-18 proposed budget, a revote will take place on the legally determined date of Tuesday, June 20, 2017. Unfortunately, the law states that the Board of Education must adopt a budget by next week (see schedule below); leaving minimal time to create a second budget. It is important for the Board and Superintendent to get as much feedback as possible during such a small window of time. For this reason, we are reviewing exit polling and community survey data which will be shared at our Board meeting on May 22, 2017, before a new budget needs to be adopted on Wednesday, May 24, 2017.

Requesting an Absentee Ballot for June 20 Revote
The absentee ballot process is a multiple step procedure that begins with downloading an application from the website or calling the school district clerk to request an application. Applications for absentee ballots may be requested by contacting Pittsford’s School District Clerk Veronica (Roni) Walker at 267-1005 or veronica_walker@pittsford.monroe.edu.
Emphasis: All applications and ballots must have original signatures. Copies cannot be accepted. An application must be on file in order to open up a signed ballot envelope.
Once you have filled out your application, the technical process outlined below must be followed. Due to the detailed steps and deadlines involved, we encourage you to call Roni if you are uncertain or have questions about next steps.

Budget Vote
Applications for absentee ballots are due no later than June 13 if the ballot is being mailed to the voter or no later than June 19 if the ballot is being picked up.
Emphasis: The last day for mailing a ballot to the voter is June 13. This allows for turnaround time for mailing back the ballot.
Requests can be made in writing for both the application and ballot if turnaround time is not possible for the deadlines. The deadline for accepting combined requests for mailing to the voter is June 13.
The preference is to have all ballots in by June 19, however they can be accepted up until 5:00 p.m. on the day of the vote.
Emphasis: The last day for accepting applications is June 19 as long as the voter is picking up the ballot or is a combined request (as noted above).
Voters may also fill out an application and ballot in person by June 19 between the hours of 8:15 and 4:15.

Contingent Budget
If this second proposed 2017-2018 budget vote fails on June 20, 2017, the Board of Education must adopt a contingent budget. Under state law, school boards can submit a budget to voters a maximum of two times. If the proposed budget is defeated twice, the board must adopt a contingent budget. The board had the option of going directly to a contingent budget immediately after the first (May 16, 2017) budget defeat, but decided to put forth a second proposed budget. Under a contingent budget, the District must adopt a budget with the same tax levy as the 2016-2017 school year – essentially a zero percent cap – which, for PCSD, would result in approximately $2.6 million in further reductions. The Board of Education would meet in order to determine the $2.6 million in reductions. Virtually all areas within the budget would be adversely impacted within the parameters of the law.
Qualified Voters
Qualified voters must present
identification and proof of residency (NYS driver’s license, NYS non-driver
identification card, utility bill, or voter registration card). A qualified
voter must be a U.S. Citizen, resident of the district for at least 30 days
prior to the election, and 18 years of age or older.
