2025-2026 School Budget Passes

What’s on the May 20 Ballot 

Residents of the Pittsford Central School District will be voting at a new location – Calkins Road Middle School – on Tuesday, May 20, 2025, on the school district’s 2025-2026 school district budget. Here’s what’s on the ballot:  

  • Proposed budget of $168,218,102 which is within the Tax Cap and preserves current programming 

  • 3.97% budget increase 

  • 2.34% Tax levy increase 

  • Authorization to withdraw $2,419,162 from the “Capital Reserve Fund – Purchase of Buses” (savings account) 

  • Will not result in additional taxes or issuance of debt

  • Authorization to withdraw no more than $500,000 from the “Capital Reserve Fund – Instructional Technology” (savings account) 

  • Will not result in additional taxes or issuance of debt 

  • Three Board of Education candidates are running for two seats 

Understanding the School District Budget  

Ninety-two percent of Pittsford Schools’ revenue derives from the tax cap levy and state aid with the levy supporting 70% of the budget. PCSD’s revenue sources are often referred to as being “capped” and “frozen.” The tax cap levy is capped given that the tax cap formula does not account for inflation beyond two percent, nor does it take into consideration increasing costs of energy, health care, minimum wage, or other costly factors. Foundation aid (money from the state) has been frozen for many years, with the exception of a couple, yielding an additional $10,000 last year. The result of both the current state of the tax cap and foundation aid, coupled with increased costs, have led to advocacy efforts for increased foundation aid while also requiring PCSD to make $1.5 million in reductions and utilize reserves to balance the budget.  

The Good News  

For the 2025-2026 budget year, PCSD should receive a minimum increase of about $558,000 in Foundation Aid, which is a 2.64% increase over the current year levels. This is in part thanks to the many letters residents and staff sent to legislators, and meetings that administrators and Board of Education members held in Albany in February. The District would like to thank local legislators, Senator Brouk, Assemblymember Lunsford and Senator Helming for their leadership in ensuring that PCSD receives its fair share of funding.  

Thornell Road Elementary School will receive various heating and ventilation work as part of a $100,000 capital outlay project. This project is expected to bring approximately $72,000 in state aid the following year.  

PCSD also has a longstanding history of both healthy reserves and transparency on how reserves are used. This year, the District will utilize more reserves, in conjunction with other reductions to balance the budget.  

Other Reductions  

At the District Office, over $300K in reductions were made by consolidating and eliminating positions. Significant savings were made through attrition across the District, and PCSD is currently finalizing other reductions, all of which are far removed from students.  

What This Means for Residents  

PCSD will again be proposing a budget that is under the tax cap at 2.34%. There will be no significant adjustments to student programs (additions or eliminations). The District has worked diligently on its long-term financial plan and has made the necessary adjustments for this year as part of this plan. Seeking second term

Emily Kay was elected to the Pittsford Central School District Board of Education in 2022. She currently serves as the Board of Education liaison to the Pittsford Teacher Center Policy Board and as a member of the BOE subcommittee on Policy Review. Additionally, Kay serves on the Monroe County School Board Association (MCSBA) Legislative, District Operations, Information Exchange committees. Kay has served as Mendon Center Elementary School's PTSA secretary, e-news editor, yearbook staff, room parent, Light the Loop volunteer, classroom volunteer, and a member of PTSA QUEST. Kay also volunteers as an Odyssey of the Mind coach and at St. Louis Church. She is a member of the University of Rochester Symphonic Orchestra. Kay holds a B.A. in English and Spanish from Wake Forest University, is married and has three children: two at Mendon Center Elementary School and one at Calkins Road Middle School

Dave Berk was elected to the Pittsford Central School District Board of Education in 2022. He currently serves on the Communications and Messaging sub-committee. He is CEO of Beacon Talent, former Vice President of Marketing at Porch Group (NASDAQ:PRCH), and former Senior Director of Operations at Hired (OTCMKTS: AHEXY). Berk holds a B.A. in Economics and a B.A. in Political Science from the University of Vermont and is a Sutherland High School graduate. He is married and has two children, ages four and six

Seeking first term

Laura Schulitz is seeking her first term on the Pittsford Central School District Board of Education. She is the Vice President of Operations at Trinine Associates, LLC, and has volunteer leadership experiences with the Girl Scouts of Western New York, Junior League of Rochester, and the PTSA.

She is the recipient of the PTSA's Honorary Life Membership Award. Serving with the PTSA, Schulitz was the Vice President of Program Support, Vice President of Resource and Development, Super Sale Treasurer, Mendon High School chairperson and treasurer, Park Road Elementary School chairperson and treasurer.

Schulitz holds a B.A. in Political Science from the University of Rochester and an M.B.A. in Marketing from Fordham University. She is married with three children, two of whom graduated from Mendon High School and one who is currently attending Mendon.

Contingent Budget
Per NYS law, school boards can submit a budget to the voters a maximum of two times, then a “Contingent Budget” must be implemented. If the proposed budget is defeated once, the Board may conduct a revote or go straight to a Contingent Budget. NYS law requires that a Contingent Budget not include certain non-ordinary contingent expenses AND that the new budget must have a Tax Levy that is not greater than the previous year’s Tax Levy. The Board of Education is charged with determining a Contingent Budget. A Contingent Budget would result in a reduction of over $3.01 million in budget support, resulting in a potential reduction in programs and services.

Qualified voters must be: U.S. citizens, residents of the District for at least 30 days prior to the election, and 18 years of age or older. Voters shall also be required to provide their signature and printed name.

The development of a school district’s budget is a thoughtful, year-long, multi-faceted process. It includes careful long-term planning, budget preparation, presentation, review by the Board of Education and community members, formal budget adoption, further sharing with the community, and Board election. During this process there are a variety of meetings held by the Board of Education including Budget Work Sessions which are used by the Board of Education to gather information and ask questions about particular sections of the budget. These sessions are held outside of regular Board of Education meetings. Most decisions will be discussed during these sessions, however formal action is only taken during Board of Education meetings.

The Pittsford Central School District community is invited and encouraged to attend and observe these sessions as they are open to the public. Community members will have the opportunity to comment at the subsequent regular Board of Education meetings.
