A Message from Superintendent Pero: Electronic Device Implementation

Governor Hochul has signed into law a statewide policy that prohibits the use of cellphones and other internet-enabled devices during school hours—commonly referred to as the “bell-to-bell” ban. This includes personal cellphones, tablets, laptops, smartwatches and wireless ear buds, and applies to all areas of school grounds. According to the Governor’s office, the goal of this policy is to reduce distractions, enhance student focus, and support mental well-being.  

As a result, all New York State school districts are required to adopt a board-approved policy that aligns with this initiative. You can view the District’s policy #7316 Use of Internet-enabled/messaging Devices During the School Day here: Policy 7316.

Why This Matters 

These policies are grounded in research and best practices that show limiting device use during school hours: 

  • Improves focus and academic performance
  • Encourages face-to-face social interaction
  • Reduces anxiety and distractions

This communication will outline how our District will implement this policy. It is designed to foster a focused, respectful, and safe learning environment for all students from Kindergarten through 12th grade. We understand that this represents a significant shift for students and parents/guardians, especially given the role devices have come to play in our daily routines — even during the school day. 

We ask for your partnership in reinforcing this policy and its procedures with your child(ren). Your support is essential in helping us create a distraction-free environment where students can thrive. The District will continue to monitor the policy’s impact and make adjustments, where permitted by law, to best serve our students and community.

Critical areas of policy 

What Devices pertain to this policy? 

District-issued devices used for educational purposes are permitted.  

Prohibited personal devices include: 

  • Smartphones
  • Tablets
  • Smartwatches
  • Cellular phones
  • Wireless ear buds
  • Any device capable of internet access or messaging

Device Storage: Keeping Devices Safe 

Students are responsible for storing their personal devices securely during the school day: 

  • Grades K–5: Devices must be kept in backpacks.
  • Grades 6–12: Devices must be stored in alocked lockerorlocked vehicle.

If a student has trouble with their locker (e.g., it won’t lock properly), they should notify the main office immediately for assistance. During the first two days of school, staff will help students practice storing their devices, including locker use and timing their routines. 

Bell-to-Bell Policy: Focused Learning Time 

This policy is in effect throughout the school day, anywhere on school grounds. This includes classrooms, hallways, lunchrooms, study halls, playgrounds, athletic fields and all school buildings. To support a distraction-free environment: 

  • Grades K–5: Devices must be placed in backpacks as part of the morning routine upon entering the classroom.
  • Grades 6–12: Students may use their devices before the warning bell. After that, devices must be stored in lockers or vehicles.

Field Trips: Staying Present 

  • During school-day field trips: Devices arenot to be carried.
  • Overnight or after-school trips: Devices may be used in accordance with theDistrict Code of Conduct.

Parent-Student Communication During the Day: Staying Connected 

To minimize classroom disruptions and ensure student safety: 

  • All Grades (K–12): If a parent or guardian needs to get a message to their child during the school day, they shouldcontact the school’s main office. Each building has a system in place to deliver messages promptly.

Please remind your child to speak to their teacher if they feel unwell or need to contact home. Texting during class is not permitted. 

Violations and Consequences 

All actions will be consistent with the District Code of Conduct. If a student violates the device policy: 

  • First violation: A warning will be given and the student will be directed to secure their device in the appropriate location.
  • Second violation: A disciplinary referral will be submitted and handled by an administrator.

Consequences areprogressiveand may include: 

  • Warnings
  • Parent/guardian meetings
  • Detention
  • Confiscation of the device
  • Alternate storage arrangements
  • In-school suspension (butnotout-of-school suspension)

All infractions are recorded inInfinite Campusand reported to theState Education Departmentas required by law. 

Exemptions: When Devices Are Allowed 

Some students may be permitted to use devices during the school day if: 

  • The device is part of ahealth care plan(with medical documentation).
  • It is included in a student’sIEP or 504 Plan.
  • It is needed fortranslation services(with principal approval).
  • Other special circumstances approved in rare situations by thebuilding principaland possibly theDistrict Physician.
