Understanding the Multi-Tiered System of Support (MTSS)

One of our most important responsibilities as a school district is ensuring that every student receives the support they need to succeed—academically, socially, and emotionally. To do this effectively, we use a framework called the Multi-Tiered System of Support, or MTSS.

You may hear this term from teachers, administrators, or school staff, and I want to take a moment to explain what it means and how it benefits your child.

What is MTSS?

MTSS is a proactive, data-informed approach to supporting all students. Rather than waiting for a student to struggle significantly before stepping in, MTSS helps us identify needs early and provide the right level of support at the right time.

It is designed to ensure that every child gets what they need to thrive—whether that means enrichment, targeted help, or more individualized support.

How Does MTSS Work?

MTSS is often described as a three-tiered system:

  • Tier 1: Core Instruction (All Students)
    This is the high-quality instruction that every student receives in the classroom. Teachers use research-based strategies and regularly monitor student progress to ensure learning is on track.

  • Tier 2: Targeted Support (Some Students)
    If a student needs a little extra help, they may receive additional instruction in small groups. This support is focused on specific skills and is provided in addition to regular classroom learning.

  • Tier 3: Intensive Support (Few Students)
    For students who need more individualized assistance, Tier 3 provides intensive, personalized interventions. These supports are closely monitored and adjusted to meet each student’s unique needs.

What Makes MTSS Effective?

MTSS relies on:

  • Ongoing assessment and progress monitoring
  • Collaboration among teachers, specialists, and families
  • Evidence-based instructional practices
  • A commitment to meeting the needs of the whole child

This system is flexible and responsive. If a student’s needs change, the level of support can change as well.

How Are Families Involved?

Families are essential partners in the MTSS process. You may be contacted by your child’s school if additional support is recommended. We encourage open communication and value your insights about your child’s strengths and needs.
